City Begins Implementation of Fairmount Neighborhood Plan
During the Spring of 2011, city staff and residents of the Fairmount neighborhood worked together to complete the Fairmount Neighborhood Plan. This plan contains a heavy community input element which resulted in a very action-oriented plan for the protection and enhancement of the rich assets of the neighborhood. Of primary concern to the residents was elimination of additional apartments in the area.
Based on this concern, an action item in the plan is to rezone a large area currently zoned to allow apartments to a zone more in keeping with the current use – large homes on compact city lots. The current zoning is R-3, Multifamily Residential, and the proposed zoning is R-E, Established Residential District. The proposed zoning will allow single family and duplex uses but will not allow new apartment uses.
Another planned action item regarding zoning is to rezone and area currently zoned for manufacturing use to a commercial zone.
The City of Bristol Planning Commission will consider these rezoning items at their Monday, November 21 meeting. The meeting will be held at the Slater Community Center, 325 McDowell Street, in the auditorium at 6:00 P.M.
Two rezonings that will be considered are as follows:
1. "North Fairmount" rezones an area generally extending from McDowell Street to Pine Street/Maple Street from R-3 to R-E. Fairmount School and the existing multi-family units around the school will remain zoned for apartment use.
2. "South Fairmount" rezones and area at the intersection of Virginia Avenue and Oakwood Street/Beechwood Drive and extending along Oakwood Avenue from M-1, light manufacturing, to B-3, general commercial.
In keeping with city notification policy, "Public Notice" signs will be posted at several intersections through the neighborhood notifying property owners of the Planning Commission meeting. Also, property owners will receive with additional notification of the rezoning and inviting participation in the process.

Fairmount Neighborhood Plan Moves Forward with Community Meeting
The Fairmount Neighborhood Plan moves forward with the first meeting of residents of the city’s historic Fairmount community and city staff. On Thursday, April 21, 2011 at 6:00 p.m. in the Fairmount School Cafeteria city planners, along with the Director of Community Development, Shari Brown, will be there to introduce the project and gather information on what is valued in the neighborhood as well as thoughts regarding the neighborhood’s future.

City’s Community Development Outlines Meeting Format Fairmount Neighborhood Plan
The city’s Department of Community Development is interested in assembling the collective vision of what the Fairmount neighborhood should look like in the future. Who better to ask than those who live, play and work in the area? The staff of the Community Development Department will be hosting a community meeting in the Fairmount School cafeteria. This meeting is scheduled for Thursday, April 21, 2011 beginning at 6:00 PM.
The staff will address land use trends, future land uses, development pressures, redevelopment opportunities, infrastructure, and housing and property conditions along with safety issues, transportation and other quality of life topics.
The department completed a parcel by parcel field inventory of both land use and property conditions in November. The field information has been mapped, analyzed and combined with infrastructure information that will be shared with residents attending the meeting. Qualitative data and feedback from area residents will be added to the quantitative data in an effort to get a depiction or model of what the neighborhood will look like in the future. City Delivers Informational Leaflets to Fairmount Area
The Department of Community Development announced today that informational pieces will be delivered to every household and business in the Fairmount Neighborhood Plan area sometime between Monday, April 11 and Wednesday, April 13, 2011.
Shari Brown, Director of Community Development for the city stated, "We wanted to advise the community of the delivery dates so that they could be aware of the leaflets being left at their doors." Brown continued, "The leaflet will convey what type of information is being asked for in the upcoming meeting as well as where and when the meeting will take place. We want everyone in the neighborhood to have the opportunity to give us input on this plan and this is the forum in which to do just that."

City Begins Development of Fairmount Neighborhood Plan Public Input Meeting Set for April 21, 2011
The City of Bristol Tennessee’s Community Development Department is developing a Neighborhood Plan for the Fairmount area to address future land uses, development pressures, redevelopment opportunities, infrastructure, as well as housing and property conditions.
The first citizens’ meeting will be hosted by the City’s Community Development staff at Fairmount School, on Thursday, April 21, 2011, from 6:00 PM to 7:30 PM in the cafeteria. Citizen input is vital and will be contemplated along with staff research during the development of the Fairmount Neighborhood Plan.
Shari Brown, Director of Community Development for the city stated, "The Fairmount Neighborhood is one of Bristol’s oldest neighborhoods. It was initially developed in 1876, then expanded and subdivided by the Bristol Land and Improvement Company in 1888 with the construction of the Fairmount Hotel." Brown continued, "The significance of this neighborhood in Bristol’s history is irrefutable, therefore it is important as community stewards we guard and guarantee the integrity of the historic nature of the area for generations to come."
Approximately 1,100 parcels of land are included in the study area, which generally is bounded by East State Street, First Presbyterian Church and King College, Oakwood Street, and the Norfolk Southern Corporation rail line.
City Manager, Jeff Broughton cited the area’s example of by-gone era community planning, "Not only is the area important architecturally, the neighborhood is a great snapshot of the priority for community planning during the city’s inception. Fairmount was said to represent the New South of the late 1800’s and early 1900’s with pubic water mains, modern fire hydrants, and electric trolley cars and service alleys." Broughton continued, "This is a great undertaking but one of which the city feels strongly about."

Fairmount Neighborhood Plan Meeting Scheduled Residents to Review Goals and Action Plan
The third in a series of meetings to plan for the future of the Fairmount neighborhood has been scheduled Thursday, June 9, 2011. The meeting will be hosted in the Slater Center cafeteria located at 325 McDowell Street. The hours of the meeting are from 5:00 P.M. –7:30 P.M. and the community is being encouraged to drop in any time during those hours.
During the first meeting in May over 60 people from the community attended and provided input regarding their likes, dislikes, hopes and fears for the neighborhood. During the second May meeting, the neighborhood participants prioritized the items noted from the first.
In addition to these community forums, the neighborhood provided input via a survey. "This meeting format is different from the previous two meetings. In those meetings the staff was gathering information in order to come to some sense of what was important to the people of the Fairmount area," stated Shari Brown, Director of the city’s Department of Community Development. "This is a drop in meeting, where neighbors can come take look at what came from the previous meetings and surveys and learn about recommended goals and action items," continued Brown.
Community members are encouraged to come out and talk to individual staff members from not only the area of community development, but other staff members who will have a role in the recommended action items. "Members of the neighborhood will have the opportunity to ask questions on safety, transportation, public works and the like," stated City Manager Jeff Broughton.
All public input has been combined with staff’s field and data research. That compilation was then used to create goals and action items. Staff will present a draft of those targeted areas regarding Zoning and Land Use, Neighborhood Appearance and Maintenance, Neighborhood Organization, Neighborhood Safety, Parks and Recreation, Transportation Planning and Public Works.
"The Fairmount Neighborhood Plan meetings have been very successful in that there has been great participation by the public, with plenty of input and suggestions. We have received positive feedback from many of the area’s residents and we are again encouraging the residents to come out to review the plan that they have helped to develop," continued the City Manager.

The presentation will be a part of the Bristol Tennessee Municipal-Regional Planning commission’s agenda. Staff will present the results of the study to the Planning Commissioners and the public for consideration. The public is invited and encouraged to attend.
