The Finance Department oversees the security and management of the City's financial records and official city records, such as minutes, ordinances and resolutions. The Department is also responsible for the annual budget, juvenile court, and municipal court.
The Department is responsible for the collection of all revenue of the City including property taxes, business taxes, and municipal fines. This office also oversees the billing process for utility services, such as water, sewer, and solid waste collection services.
The City Manager is assisted by the Department with preparation of the City's annual budget document. Staff coordinates implementation of the city's annual capital and operating budgets and monitors results throughout the year.
Juvenile court and municipal court comprise the court division. This division oversees police tickets, fines from ordinance violations, and various services related to children under the age of 18.
Series 2013 Electric System Revenue Bonds
Resolution 13-68 authorizes the issuance of up to a maximum of $31,000,000 in Electronic System Revenue Refunding and Improvement Bonds. This issue was reviewed by City Council at the July 16th work session. The resolution provides details for a negotiated sale that will provide $7,500,000 in new money for capital projects and $23,500,000 being issued to refund debt incurred in 2005. The 2013 refunding bonds do not extend the maturity of the 2005 bonds.
The bonds are payable solely from a pledge of revenues derived from the electric system . They are not a general obligation debt of the City.
The plan of refunding was submitted to the Tennessee Comptroller of the Treasury for their review. A copy of their response can be viewed here.
