Tim Beavers, Director of Development Services for the City of Bristol, Tennessee recently announced the hiring of Will Witcher as the new Utility Services Director.
Witcher will be responsible for overseeing the Utility Services Division which includes the water plant, water distribution system, sanitary sewer, and the wastewater plant. He is also responsible for ensuring projects and day to day operations of the Division are accomplished in a safe, efficient and fiscally responsible manner.
A native of Bristol, Tennessee, Witcher has nearly 15 years of experience as a utilities engineer in the Tri-Cities area.
He began his professional career in 2004 with Tysinger, Hampton & Partners, Inc. in Johnson City. While at TH&P, Will served as a design engineer and was involved in many residential/ commercial development projects and public infrastructure projects throughout the region.
Witcher joined Thompson & Litton in Bristol, Tennessee in 2007. In his role as a project engineer at T&L, Will worked with numerous public utility districts in southwest Virginia to implement utility infrastructure capital projects including water distribution systems and wastewater collection systems.
He joined LDA Engineering in 2014 and most recently served in the role of project manager and principal of LDA’s Tri-Cities office in Johnson City. While at LDA, he provided utility engineering consulting services for several municipalities in east Tennessee, including the cities of Johnson City, Kingsport, Morristown, Oak Ridge, and Maryville. During his time at LDA, Witcher presented on a variety of utility engineering topics at the annual Kentucky/Tennessee Water Professionals Conference.
He received a Bachelor of Science degree in Civil Engineering from the University of Tennessee – Knoxville in 2004. He is a licensed professional engineer in Tennessee and Virginia. He has been actively involved in the American Society of Civil Engineers, and has served in several leadership positions with the ASCE Holston Branch (Tennessee Section). Will is also a member of the Tennessee Society of Professional Engineers and the American Water Works Association (Kentucky/Tennessee Section).
Witcher and his wife Virginia reside in Bristol with their two children, Katherine, age 4 and William, age 19 months. In addition to spending time with his family and their numerous activities, Will enjoys golf, travel, exploring the many outdoor activities in our region, and serving in his church.
